 三、项目概况
 1、项目简介：该项目是利用亚麻籽油和火麻籽油中所含的亚油酸和亚麻酸经过特殊精炼后，制成精炼食用油，集营养、色泽、味香于一体，本项目实施区及周边县属黄土高原区，尤其适合种植大麻、亚麻，具有一定的原料供应基础，完全可满足生产需要。
 2、项目建设内容：厂址选定隰县城北商业食品厂，占地面积1万平方米，该产品主要设备由河北保定市榨油机械设备厂提供。产品加工采用国内最先进的技术生产，利用本地特有的一种矿物质进行精炼精制。年产亚麻精炼油5000吨。
 3、投资估算：总投资63万美元，其中引进外资50万美元。
 4、项目配套条件情况：生产场地位于隰县城北，紧靠209国道，距县城中心2公里，交通运输十分便利。地势平坦，土方量少。厂地现有供水情况，供水为10m2/h,生产、生活用气量1.5T/h,厂地现有保证电力供应的变压器一台，已投入运行，通讯设施完善。
 5、经济效益预测：该项目建成后，年销售收入4500万元，每年可上缴销售税金173万元，年利润504万元，项目建设期6个月，生产期按20年计算，项目全部投资财务内部收益率为210%，全部投资回收期不到一年。

Flex Seed Oil Project

 
 Unit name: Shanxi Xi County Xinli Food Co., Ltd.
 About the unit:  This company is located in South Street of Xi County whose original structure was Xi County Food Manufacturer. In 1997, it was converted to this Xinli Food Co., Ltd. with one registered capital of RMB 1.80 million yuan. It mainly specializes in food manufacturing and oil pressing.  Its principal products are purifying flex seed oil. At present, there are 62 staff members in it among whom 12 are technicians. Its yearly turnover is RMB 400 thousand yuan.
 About the project 3.1 Brief introduction: This project will utilize the sub-oleic acid and flex acid from flex seed and hemp seed to purify the food oil. This purified food oil combines its nutrition, color and bouquet to one body. Surroundings and neighbor counties around this location are of Loess Highland area which is suitable for flex and hemp plantation, therefore, material supply for this project is abundant to meet the production requirement.    3.2 Construction content:  The factory will be located in the Commercial Food Factory northern to Xixian Town. Its land occupation area will be 10000m2. Principal production facilities are made by Hebei Baoding Oil Pressing Machinery Factory. Processing technology is deigned to be the most advanced one throughout china, meanwhile, some local mine is used in the production process. Yearly yield of purified flex oil will be 5000t.     3.3 Investment estimate: Total investment will be 630 thousand US dollars, among which 500 thousand dollars will be invited.     3.4 Completeness condition: Production site is located in the north to Xixian Town, next to National way 209, and is 2km away from the Town center with a convenient traffic condition. Topography there is smooth; therefore there are fewer earthworks for construction. Present water supply capacity is 10m3/h and vapor supply capacity is 1.5T/h. There is one power transformer there that may guarantee the power supply. Communication facilities there are also prefect.    3.5 Economy benefit analysis: After this project is finished, yearly turnover will be 45.00 million yuan; tax will be 1.73 million yuan with yearly profit amounting to 5.04 million yuan. Construction period will be 6 months. When the production duration is designed to 20 years, financial inner return rate for total investment will be 210%. Payback period will be less than 1 year.
 Present condition:  Self-raised capital for prophase use have been prepared, and the civil engineering has started.
