 1、项目背景：随着我国国民经济的发展，大中型企业规模扩大，房地产业蓬勃发展，人民生活水平日益提高，企业和各种居民用电设施逐渐增多，用电量大增。而长期以来在电力供应方面，一直是实行“先用电，后交费”的政策，“抄表工作量大，收费难度大，资金回拢周期长”等问题长期困扰着供电部门，这些部门对用户的制约手段不足，造成部门资金负担过重，给国家带来了很大损失。因此如何真正实现电力商品化，彻底解决收费难的问题，是摆在这些部门面前的一个刻不容缓的课题。
 近年来，随着IC卡应用技术的日益成熟，利用IC卡设计的智能电度表应运而生，实现了用户的先购后用，用户的所有交费及用电量数据都保存在IC卡中，极大地解决了供电部门收费难的问题，有效的减少了个别用户的偷电行为。且国家正在大量投入资金进行电网改造，并出台了一系列带动智能仪器仪表产业的政策，本项目的建设实施将具有非常广阔的市场前景。
 2、建设内容及规模：新建两条年产10万只工业及民用卡式智能电表生产线，用地50亩，总建筑面积30000 m2 ，厂房面积5000m2。
 3、投资估算：总投资1250万美元，全部引资。
 4、效益分析：预计投产达效后，年销售收入22000万元，实现利税6000万元。

 About the project:
 2.1 Background of it: with the development of national economy, production ability of many enterprises has been enlarged; realty industry has been promoted; daily life has been improved. And there is a greater demand for power and electric facilities.  However for a long time, power supply system always obey the policy of "Use first, pay later". Problems like " Miscellaneous in copying meter, difficult in collecting money, long in payback period" have greatly puzzled the power supply department for a long time. Because they can't effectively restrict the users, fund trouble has greatly burdened them and this has caused a great loss . How to make power supply in commodity way, and how to collect the receivable money has become one problem of no time to delay.     In recent year, with the development of IC technology, card robot ammeter has been developed and system of "Pay first, use later" may be realized. Payment and the power consumption of the user have been memorized in the card, and this has thoroughly solved the problem of difficult in money collecting, and have effectively reduce the illegal using behavior of few users. Currently, central government has invested a great amount in power net improvement, and has regulated many policies on encouraging robot apparatus and devices. Therefore this project faces one satisfying market future.
 2.2 Construction content and its capacity: Two production lines with capacity of yearly 100 thousand pcs card robot ammeter for civil or industry use will be built. Its land occupation area will be 50mu with total building area of 30000m2 and workshop of 5000m2.
 2.3 Investment estimate: Total investment will be 12.50 million US dollar, which  will all be invited.
 2.4 Benefit analysis: When the production line is put into use, yearly turnover will be 220.00 mullion yuan; profit and tax will be 60.11 million yuan.
