 二、企业概况：该企业是山西省经济委员会2001年批复建设的省级重点焦化调产项目，同时又是山西省发展和改革委员会批复承担洪洞县城市煤气供应的气源厂，是集生产焦炭、化工产品、煤气供应和铁路发运为一体的综合民营企业。公司注册资金1.2亿元，总资产1.5亿元，员工700余人。现已形成年产焦炭42万吨、煤焦油1.68万吨、粗苯0.5万吨、日供城市煤气18万立方米的生产能力。

 1、项目内容：该公司拥有省政府颁发的《焦炭经营许可证》，并已列入“山西省铁路运输优先保证重点焦化企业”。新建铁路专用线在太原铁路局南同蒲洪洞站南牵出线上接轨，为一条“两线三台”可一次装5000吨大列的铁路专用线。每年发运量100万吨，不仅可发运本企业产品，还可发运本县其它企业及尧都区、蒲县、古县等周边县市的原煤和焦炭。
 2、建设内容及规模：本项目主要为路基工程、站场工程和桥涵工程，均按5000吨整列装车条件布置，铺轨7.0km，年发运能力100万吨。
 3、投资估算：总投资1094万美元，全部引资解决。
 4、配套条件：公司年自产焦炭42万吨，周边焦厂已落实货源80万吨，毗邻大运高速公路及大运二级路，交通条件极为便利。县政府大力支持该项目的建设，已发文件承诺在土地和外部环境方面提供优惠和保障。
 5、效益分析：该企业产品已得到市场认可，并已建立稳定的市场。专用线建成后，具备5000吨大列装车能力，铁路流向经南同蒲线、侯月线到山东日照、江苏连云港及江西、湖南等地流向合理、畅通，每年纯收益可达250万美元。

 II. The Outline of the Enterprise
 The enterprise is a comprehensive private-owned enterprise oriented at the production of coke, chemical products, and gas supply, railway transportation. It is ranked as one of the key provincial restructured project granted by the Shanxi Economy Council in 2001 and gas provider for the Hongtong county granted by Shanxi Development and Reform Council. The corporation possesses a registered capital of 1200 million yuan and total assets of 1500 million yuan and a staff of more than 700. Now the corporation is capable of producing coke of 420,000 tons and coal-tar oil of 16,800 tons, coarse benzene of 5000 tons annually and gas supply of 180,000 cubic meters daily.
 III. The Outline of the Project
 1. The Project Content
 The corporation is awarded the Coke Business License awarded by the Shanxi Province Administration and has been ranked as “one of the key coking enterprises to be guaranteed a priority to the railway transportation”. The newly-built specialized railway is designed to be composed of “two lines and three platforms” with a loading capacity for 5000 tons. It is attached to the southern extended line in the Hongtong station along the southern Tongpu Railway of Taiyuan Railway Bureau. The annual loading capacity of 1 million tons enables the enterprise transport not only its own products, but also the coal and coke produced by other enterprises in the neighborhood.
 2. The Construction Scale & Its Tasks
 This Project mainly includes roadbed construction, station works and bridge culvert works. Given a freight capacity of 5000 tons, its annual transportation will reach one million tons and a railway line of 7 kilometers long will be laid.
 3. The Investment Evaluation: It is estimated that the total investment amounts to $ 10.94 million all from foreign investment.
 4. The Matching Conditions
 The loads come from self-produced coke of 420,000 tons and 80 tons from nearby coking plants. Adjacent to Dayun Highway and the second class Dayun Highway, it is convenient in traffic and transportation. Above all, the project has been granted forceful support from local authorities which has documented to promise land and environment favors and protection.
 5. The Market Prediction and Profit Analysis
 The products of the enterprise have been universally recognized, so a firm market has been set up. A specialized railway with the loading capacity for 5000 tons runs smoothly southward for Tongpu line, Houyue line to Rizhao city Shandong province, Lianyunggang city Jiangshu province, Jiangxi province and Hunan province. The annual net profits are expected to reach $ 2.5 million.

 The feasible analysis report has been completed. Under the support of the local authorities, railway connection project has gained permit from the Railway Department.
